Identity Verification Services Fees

On 14 June 2024, the Identity Verification Services Rules 2024 (the IVS Rules) commenced. Sections 8 and 9 of the IVS Rules set out the fee framework for identity verification services (IVS) in line with the Identity Verification Services Act 2023 (the IVS Act).

There are fees for connecting to an identity verification facility and fees for using the connection.

Connection fee framework

There are 2 types of fees associated with connecting to an approved identity verification facility:

  1. a one-off connection fee to begin accessing the service
  2. a fee for each document type that you would like to verify (such as driver licence or passport).

As at September 2025, these are the fees contained in subsection 8(4) of the IVS Rules:

  • The base connection fee for a government entity is $5,470.95.
  • The base connection fee for a non-government entity is $24,641.40.
  • The document type fee is $454.55 per document type.

Note: These amounts exclude GST. Entities may be charged GST where applicable under current taxation policies.

You can calculate the connection fee for an entity using the following formula:

(relevant facility base connection fee) + [(relevant facility document type fee) x (number of document types required)]

Example 1 – Australian Government agency first time connecting to an identity verification service  

An Australian Government department is seeking to connect to the DVS hub and intends to make requests through the DVS using driver licence and Medicare cards.

The department would pay the following one-off connection fees: 

  • Base connection amount: $5,470.95
  • Additional cost per document type: $454.55 × 2 = $909.10
  • Connection fee: $5,470.95 + $909.10 = $6,380.05

This means the department would pay a total one-off connection fee of $6,380.05 (excluding GST).

Example 2 – Non-government entity first time connection to an approved identity verification facility  

A non-government entity needs to connect for the first time to the DVS hub to make requests for the DVS using Australian passports and driver licences.

The entity would pay the following one-off connection fee: 

  • Base connection amount: $24,610.40
  • Additional cost per document type: $454.55 × 2 = $909.10
  • Connection fee: $24,610.40 + $909.10 = $25,519.50

This means the entity would pay a total one-off connection fee of $25,519.50 (excluding GST).

If the entity has an existing connection to the identity verification facility, they do not need to pay the base connection or the document type fee for their existing document types. If the entity is seeking to increase the number of document types they would like to verify, they will need to pay the relevant document fee(s).

Example 3 – Australian Government agency with existing connection seeking to connect additional document types 

An Australian Government agency has an existing connection to the DVS hub using Medicare cards, but due to its business needs it decides to add 2 more document types – change of name certificates and birth certificates – on the existing connection. As the agency has an existing connection, it only needs to pay for the additional document types.

The agency would pay the following one-off connection fee: 

Additional cost per kind of document: $454.55 × 2 = $909.10

This means the entity would pay a total one-off connection fee of $909.10 (excluding GST).

Costs once connected

Once you have established a connection, all requests for verification services from non-government entities (including local government entities) and some requests from government entities are subject to a $0.40 fee (excluding GST) for each request. 

You can calculate request fees using the following formula:

Number of requests × $0.40 

Number of requests = requests per day × total amount of days 

Entities are billed monthly for their use of the approved identity verification facilities.

Example 4 – Non-government entity making requests through the DVS hub 

A non-government entity has access to the DVS hub and has access to 3 document types: driver licences, visas and passports. The entity makes 10 requests through the DVS hub each day for the month of January (including weekends).

The entity would have to pay a fee for each service request: 

  • Number of requests: 10 per day × 31 days in January = 310 requests made in January
  • Fees for DVS hub identity verification service requests: $0.40 (per request)
  • Service fee: 310 × $0.40 = $124

This means the non-government entity would pay the following service fee of $124 (excluding GST) for the month of January. 

Which entities need to pay service fees

All non-government entities pay service fees to access identity verification facilities. This includes local government entities, which are deemed non-government entities for the purposes of section 5 of the IVS Act. Government entities pay service fees only where a competitive neutrality policy applies. Refer to the Policy on government and private sector charging for the DVS.

A competitive neutrality policy applies when it is necessary to prevent government business activities from enjoying a net competitive advantage over private sector competitors simply because they are publicly owned. In those circumstances, government authorities pay the same service fee as a non-government entity. 

If a government entity is subject to a competitive neutrality policy, it is the entity’s responsibility to let us know.

Example 5 – Government agency that carries out business activities that compete with the private sector  

A new government entity seeks access to the DVS hub with access to 3 document types: driver licences, visas and passports. The entity delivers a service that non-government entities also deliver and is subject to the competitive neutrality policy. The entity makes 100 requests through the DVS hub each day for the month of January (including weekends).

The entity would pay the following one-off connection fee: 

  • DVS connection fee = $26,610.40
  • Additional cost per document type: $454.55 × 3 = $1,363.65
  • Total connection fee = $27,974.05
  • Number of requests: 100 per day × 31 days in January = 3,100 requests made in January
  • Fees for DVS hub identity verification service requests: $0.40 per request
  • Service fee: 3,100 × $0.40 = $1,240

The entity would need to pay a fee for each service request: 

This means the entity would pay (excluding GST):

  • a one-off connection fee of $27,974.05
  • a service fee of $1,240 for the month of January
  • a total of $29,214.05.
