Guidance for users

Identity verification services (IVS) compare the personal information on an identity document against existing government records. To access the IVS, you must meet the obligations in your participation agreement and the Identity Verification Services Act 2023 (Cth) and comply with relevant access policies.

These pages provide guidance to help you understand your obligations as a user of the IVS.

The IVS includes the:

  • Document Verification Services (DVS)
  • Face Verification Service (FVS).

Compliance reporting

To access the IVS, you must sign a participation agreement which includes an obligation to report your compliance every year. This helps to protect the privacy of individuals whose identities are verified through the services.

As an IVS user, you must meet the following compliance reporting requirements each year:

Consent statements

You must collect an individual’s consent before verifying their identity. This applies whether you are a government or private sector user of the DVS. Your obligations are contained in your participation agreement and the DVS Access Policy.
