Document Verification Service (DVS)
Organisations can apply to become a DVS user if they are:
- an Australian or New Zealand government organisation, or
- a private organisation doing business in Australia or New Zealand.
Face Verification Service (FVS)
Currently, only government agencies in Australia can apply to use the FVS. Access may be made available to local government and private sector organisations in the future, but only with a person's consent.
To become a FVS user, an agency must:
- have reasonable need to use it
- comply with terms and conditions, certified each year by an independent party, and
- sign legally binding data sharing agreements.

What can the Identity Matching Services verify?
The Identity Matching Services can verify one or more of the following documents:
- birth certificate
- Centrelink concession card
- certificate of registration by descent
- change of name certificate
- citizenship certificate
- driver licence
- ImmiCard
- marriage certificate
- Medicare card
- passport
- visa
- Death Certificates
- Aviation Security Identification Card (ASIC)
- Maritime Security Identification card (MSIC)
Supporting agreements for the identity-matching services
Two types of agreement govern the requesting and provision of identity-matching services:
- Participation agreements - which are agreements between the Department and other authorities, persons and bodies about the requesting and provision of identity‑matching services using the approved identity‑matching facilities; and
- the National Driver Licence Facial Recognition Solution hosting agreement - which is an agreement between the Department and authorities of a State or Territory that supply identification information stored and used in the National Driver Licence Facial Recognition Solution.
Participation agreements and the National Driver Licence Facial Recognition Solution hosting agreement contain safeguards for the privacy of individuals whose identification information is used in requesting identity‑matching services or responding to such requests. The safeguards generally include committing the parties to the agreement to complying with standards set by the Privacy Act 1988 or similar State or Territory laws (even if those standards would not otherwise apply to a party).
Redactions have been made to the agreements where the Department considers that the information would create a risk to the security of identification information or an approved identity‑matching facility.
