What is a business user
If you are a business user, you are a private sector organisation who does business in Australia or New Zealand. You access and use the (Document Verification Service) DVS for your own business purposes. You connect to the DVS through a gateway service provider (GSP).
If you are a GSP, you can also access and use the DVS as a business user. However, you must sign a separate business user participation agreement. You cannot access the DVS as a business user under your GSP participation agreement.
Your role as a business user
You connect to the DVS to verify a person’s identity document when providing them with goods or services.
For example, you may need to verify a person’s identity document when providing these services:
- property rental and real estate
- telecommunications
- banking and finance
- rental hiring.
Limits on how you can use the DVS
You can only access the DVS for your own business purposes. You are not allowed to share the result of verifying a person’s identity document with any third party, except where there is a lawful basis to share it. A lawful basis includes where the person whose identity you are verifying gives their express consent to you sharing the result.
You must not:
- allow any third party to use your connection to the DVS, unless you have appointed this third party as your information match agent
- connect to the DVS on behalf of any third party.
Applying to become a business user
If you wish to become a business user, you should complete the business user application and supporting documentation. All business user connections are required to go through a GSP.
